A collapse of the highway links between Tetouan and Fnideq

The influencers of social media from cities of the north, especially Tetouan and Fnideq, were sharing Pictures of collapse section of highway link between the two cities.
Those images showed ,that part of highway suffered cracked due to the rain showers that did not exceed a less than half-hour on Saturday.

Facebook's influencers launched a massive campaign through social networking sites, which denounced what happened to the highway.
Saying that "happened because of a waterway underneath." and such incidents reflect the absence of a sense of responsibility."
But why the government did not take actions to repair this section so this disaster could not happen ?
